Gov Hochul Signs Law Mandating Electronic Payroll Submission for Contractors on Prevailing Wage Projects

New York Governor Kathy Hochul has signed into law legislation that requires contractors and subcontractors working on prevailing wage projects to submit certified payroll or transcripts electronically. This creates a more streamlined system for the NYS Department of Labor to collect and maintain certified payroll already required to be submitted by law.

As a result of a previously signed contractor registration law, contractors bidding on public work in New York will be required to register in an online system. These two electronic systems should complement each other and work to weed out companies trying to take advantage of tax-payers and workers.

Hochul Signs Wage Theft Law for NY

Wage theft in New York state will be a form of larceny, with New York Governor Kathy Hochul having signed a bill which was a top legislative priority for union carpenters.

Unrepresented carpenters have increasingly been the victims of wage theft by unscrupulous employers, who also use the tactic to gain an illegitimate competitive bidding advantage over honest employers and union carpenters. The new law is expected to have a significant positive impact going forward.
